Idk, the "its every local jurisdiction's responsibility to get as much federal money as they can because its free" thing always seems a little strange to me.  I get there is no downside becuase the district doesn't have to pay the money back, and I'm generally pretty left leaning, but means testing some of these things doesn't immediately strike me as some tragic injustice.
