Visited a friend across the border at University of Minnesota-Moorhead once. Went across the river into Fargo. Looked just like Minnesota. Pretty sure the whole North Dakota thing is just a cover.

Absolutely true story :

I was a transfer student to Marquette from St. Joseph's College in Rensselaer, IN (RIP). I had a friend there who was from Delaware.

At Marquette, I met another girl from Delaware when we were GDLs together. I told her, "In my entire life, I have have only met one other person from Delaware, So-and-so from my old school, St. Joe's".

The girl looked me straight in the eye and said, "That's my sister".

35 years later, I have yet to meet another person who was from Delaware.

I honestly doubt the existence of any states. In all my travels across the USA, I have looked - from airplane windows, while driving in my car - for actual lines between "states." And I never see any; I just see sign after sign telling me they exist.

This one always confuses people when they aske where my company has other locations. 
I have a sister factory location in Delaware, Ohio and to confuse things further it's on Pittsburgh Drive.

Gas is (relatively) cheap in the Kansas City area, where my daughter lives, as both KS and MO have low gas tax rates.

If you're a penny pincher, you have to shop strategically. The gas taxes are slightly lower in KS, so you want to get your gas there. But MO has lower general sales taxes, so you're better off doing your shopping there.

So the scoop operating theory is that Delaware doesn't exist. In that case the most plausible conspiracy I can come up with is major corporations needed a "US based" tax haven and got to work. Think teams of thousands of employees amending history books, putting out news stories, full on media blitzes. With the tax savings they were even able to pay young employees to attend colleges for a semester at a time and proclaim themselves "native Delawarans". This, I believe, is a far more likely explanation for why two people attending different schools to claim to be related (went through  the training program at the same time) than a chance meeting of two siblings from a supposed state of a million people at two different schools in different states.
