I think if you extend your hand for a shake, and the other person responds in kind, that's permission.
But you wouldn't just grab a person's hand and start shaking it.

???  "We kissed each other" implies consent was given even if it was non-verbal.

If you kissed each other that means you had each other's permission. If one of you went in for the kiss and the other recoiled but the other grabbed them and kissed them anyway, that would be kissing without permission.
