When the original term "public Ivy" came out, they named eight schools that they felt fit this description.  (Since there are eight Ivy League Schools)

College of William & Mary (Williamsburg, Virginia)
Miami University (Oxford, Ohio)
University of California at Berkley
University of Michigan (Ann Arbor)
University of North Carolina at Chapel Hill
University of Texas at Austin
University of Vermont (Burlington)
University of Virginia (Charlottesville)

Since then, "Greene's Guide" came out with a new list of "public ivies" that includes UW-Madison...but along with 29 other schools.  Honestly, using that broad a definition, MU should start calling itself a "Catholic Ivy."

My guess is from an academic standpoint, most average East Coasters would expect Marquette to have better academics than Wisconsin because we are private and don't have a state name attached. In some programs, they'd be right. In general ed, they'd be wrong, we're pretty much even par. In research programs, they'd be wrong. But that doesn't change the perception that East Coast schools rule all, then non-EC privates, than dirty state schools. Again, perception doesn't make it so, but that doesn't mean that isn't the thought process.

Thanks Brew city for making my point more clear.  You are correct about the perception out east of MU having better academics due to its status of being a private school.  State schools get a bad rap out here because they are public.  That's just the way it is.  I have nothing against state schools as they provide quality education for less than half the price of private universities, yet in terms of prestige, they just do not rank up there with the private schools.
