Did some digging with some folks and here is what I've been told:
Fiserv stepped up right away(Feb ish) to offer the naming rights but around a quarter of what the Bucks wanted. The Bucks took that to the "big" names in town (Harley, ROK, Foxconn, etc) and tried to leverage them into a better offer. HD declined right away cause, ya know, they're going broke. ROK listened but said no because of other investments that were pending, leaving Foxconn who was interested. Bucks insinuated both Fiserv and another(Rok) were in play, so Foxconn made an offer but at a third of of the original ask. They put an agreement in principle in place, but then the Bucks went back to Fiserv to lever their price up to lever Foxconn up further. Meantime Foxconn found out ROK was out AND that the Bucks were talking to Fiserv again. When the called the Bucks out on it the response was something to the effect of "hey we're hear to make money not friends" and that broke it for Foxconn who walked away. Bucks then had to scramble to keep Fiserv at the $100M they had levered them up to.

Can't say this is 100% true but what I was told by at least two different people who would be in a position to know things

I'm in the process of a buying a car as we speak and this crap drives me absolutely nuts.
