Brother DG, I know you didn't mean it this way, but in general I wouldn't use the word articulate when describing a person of color. For better or worse, that word has become a dog whistle of sorts with the implication being that White people are always articulate and it is a surprise when people of color are articulate.

I can't remember the last time I heard a white guy described as articulate, TAMU, you might be onto something.

I do believe the number of offensive words in the English language now out numbers the non-offensive words.

BTW, I continued to be shocked by the insensitive and bigoted use of 'he' and 'she' on this website.  The hate is palpable.

The ability to speak fluently and coherently isn't a compliment and implies one was expecting less.

I wouldn't say articulate is an offensive word. It, like any other word, can be used offensively depending on the context.

I'm not aware of he or she being offensive words either, you'll need to enlighten me on those.

To me, "articulate" isn't a word commonly associated with athletes, regardless of their race.  It's the dumb jock stereotype.  When an athlete speaks articulately it gets noticed.   
The shaka sign, sometimes known as "hang loose", is a gesture of friendly intent often associated with Hawaii and surf culture.

Of course the ability is not a compliment. It's a trait or a skill.

Seeing it in others and noting it is the compliment. In no way, shape or form does it necessarily imply that listener was expecting less - though I'm sure that's the case sometimes.

Acknowledging someone speaks in a more refined tone than what one would visual expect is a compliment, sure. It's a huge backhanded compliment, but a compliment none the less !

Saying someone is articulate means you think that person speaks well, not better than expected. That some misuse it and many misinterpret it doesn't change that fact.
