Not that I really care whose numbers the Bulls retire, as I'm neither a fan nor a hater. But a franchise that won 6 NBA titles retiring the number of a guy who only played 5 full seasons while experiencing no real team success seems like a pretty low bar to me.

Joakim Noah was with the Bulls for 9 seasons. Defensive Player of the Year. First-team All-NBA. Top-5 MVP voting. Averaged 10+ rebounds over his final 7 seasons with the Bulls. Career cut short by injury. Retire his number?

The only MVP in Bulls history not named MJ and youngest MVP.  Also ROY.  At a time where the Bulls had won 1 playoff series in 15 years post MJ.  And for the eye test you mention, from 09-12 he was absolute must watch television.  I'd argue despite his very brief peak and limited playoff accomplishments, he's one of the more transcendent and impactful players for the NBA in the last 20 years.

FWIW, my colleagues in Indonesia are NBA crazy and basketball culture there is huge.  After Curry and Lebron, my friend said Rose was EASILY the most popular player/jersey you saw when he was in HS and university there in the early 2010s

Rose's MVP season was unbelievable theater. Legit unguardable on the drive. Those teams were genuinely a blast to watch besides Noah's shooting motion.

Last time I remember severe salary cap shenanigans getting caught was the TWolves trying to game Joe Smith's cap hits.  I think it was 3 consecutive cheap 1 year deals and then like an $80MM long term deal after the last of the 3 years.  The details came out in discovery during a legal dispute between Smith's agent and his former Agency and David Stern bish slapped them, suspending Kevin McHale for a year and initially stripping 5 first rounders.

Knowing Silver, its probably a few million dollar fine and a 2nd round pick lost at worst.

Since then, the NBA's collective bargaining agreement between the league and its players has formally outlined punishments for cap circumvention. According to @APH00Ps on X (formerly Twitter), the current guidelines include:
$4.5 million fine for a first offense
$5.5 million fine for a second offense
The loss of one first-round draft pick
Possible voiding of the circumvented player's contract

So, basically, no punishment.
