Can he qualify for the Olympics this summer?

GooooMarquette

Very cool! Congratulations Joe!

Heisenberg

He accumulated a score of 7,537 points this past weekend.

The Olympic trials qualifying standard is 7,900 points

https://www.usatf.org/events/2021/2020-u-s-olympic-team-trials-track-field/qualifying-standards

He has until June 13 to hit this standard and qualify for the trials.  (the trials are June 18 to 27 in Eugene Oregon).

The USATF is targeting 18 athletes to compete in the Decathlon at the US trials.  The top three that meet the Olympic standard will qualify for Toyko. That is 8,350 points

Short answer ... he has an decent shot at the Olympics, in 2024 or 2028.

My guess is that at 22ish, he is on the young side for a world class decathlete.  That means if he sticks with it, he will probably continue to get better.

Yep.

The paper below looked at the "ages of peak performance" based on the highest placed athletes at the 2012 London Olympics. For the decathlon (categorized as "Combined Athletics" in the paper), the mean age of peak performance was 25.5 years old. That would put him closest to his peak for the 2024 Olympics.
