So did Japan halt any construction of stadiums? I mean that's a huge waste of funds to have made a bunch of stadiums that end up being unused.

Ironic considering what happens to most stadiums after the Olympics anyways

Japan really didn't have to build many.  And those that needed to be constructed were finished months before the 2020 games were expected to begin.  The biggest cost was their "national stadium" which was original back to the 1964 games.  It will be used by their national soccer and rugby teams when the Olympics are done.

Japan really didn't have to build many. 

If I recall correctly, that was part of the plan: to try to have most future Olympic Games in places where they already had most of the infrastructure in place. Hence, LA.
