I use Windows Media Center on my PC as my DVR client... so it's literally as simple as opening up the DVR folder in Windows Explorer, finding the file of the TV show or program, and copying/uploading the file somewhere else (or burning it to a CD/DVD).

If your DVR comes from your cable/sat provider, it would depend on where the file holding the TV show or movie is actually being stored.  It used to be that the DVRs were part of the set-top boxes, and there was an actual hard-drive (same one as in your computer or laptop) that you could hack into, but my guess is that a lot of stuff now days is being stored on a cloud somewhere, so the only way to extract it would be to have a separate recording device hooked up to your DVR.
