I once knew someone who worked in the international department of a baby bell.  The head of the unit made it clear to those working directly under him that paying bribes would be a necessary evil to get international business, but that he wouldn't be the one offering them and there could be no reimbursement.  And, of course, if they didn't get enough international contracts, the department would have to downsize.

Well then...

The most telling report regarding the entire situation.  While no one accepted the allegations of Louisville's involvement in this scandal, no one denied anything, at all, whatsoever.  These allegations could have huge ramifications on the Louisville basketball program - to the point where Pitino may step down, the program may serve a postseason ban, vacate wins and a vacate an NCAA Championship.
