So wait... if you study abroad, Marquette is responsible for your safety 100% of the time?

No, if you study abroad MU is responsible for the safety of your friends.  ::)

Inferring that the friend was walking home alone the night in question, right?

If so, what are Arenberg's thoughts regarding the possible ignoring of advice given by MU?

Anyone with half a brain knows that rape in South Africa is as prevalent as assholes driving the road in the States. Would require extra caution.

I don't understand what the point of additional security would be when the rape didn't occur at the house.  The article doesn't say anything about how close the girl was to the house when walking back (ie down the block or two miles away in a shady part of town).

I studied abroad after my sophomore year at Marquette and the places that we stayed were always in safe locations and the coordinator gave tips on being careful countless times.  I can't imagine South Africa would be much different, but I don't really know.  Barring having a security guard with the student at all times, there is not much more the University can do.
