Play in Game vs Duke

Does anyone know why Duke gets the winner of the play in game? I thought that usually the top overall seed gets the winner of the play in game.

Seems to only happen that way about half the time.  Not sure how the 16 seeds are weighted.  Actually, since it's usually said that the play-in game is supposed to showcase smaller schools who get little recognition I'm surprised Winthrop is there considering they've had some recent tournament appearances and success.
