Short-term it would cause sone problems.  Long-term it would cut emissions significantly.  Plus, I would add an additional edict which would allow me to usurp all yachts and private planes with just a few exceptions.  MU woukd gain additional resources.

Ive come to expect many things on Scoop and am surprised by even less.  But Muggsy the Bolshevik was certainly an unexpected curveball.
