Maybe I'm misreading how you created tiers but it'd seem having a 1.1 difference in avg points between nova and SJU to create tier 2 while the difference between SJU and X is only 1 is a bit off. I'm not sure your tiers at the bottom are as clear cut as you indicate. To me tier 2 would be Nova on an island, and SJU would be lumped with PC & X at 3.
