I thought it was already legal in New York going back to 1994-ish.  My friends and I have been spending a weekend in Saratoga since 1989.  Just before one weekend it was in the news that New York court ruled women can go topless in public places.  We had the running joke all weekend that "Women of New York, use your constitutional rights!"
Apparently they did, after 18 holes of golf on the great state park course we hung out by the public pool at the club house for a few drinks.  One woman decided to.
The next day we went to Lake George mainly to lay on the beach and sleep off our hangovers.  Sure enough another young woman who looked like a model decided to use her constitutional rights right next to us.
All was calm at the horse track on Sunday.

Mine too. California has had clothing optional beaches for years. Ruined the scenery.

One exception was South Beach in Florida. Was with my daughter -- then 3 -- years ago at Miami Beach. Shortly after we sat down in the sand and she began to be a three-year-old, a woman put her blanket down near us, set-up and immediately removed her top.

Dad was pleased until his three-year-old looked up and asked, "Daddy, may I remove my top too?"
