I think they have the right 68 but the seeding looks messed up.

Providence the highest at-large forced into the play-in.  X the lowest avoiding the play-in, with us three spots away from going to Dayton.  Butler viewed quite favorably as the top #4 seed.

I think the committee likes to go for stories that they can tell during the tournament rather than what is mathematically right.
