I keep seeing that ESPN refers to the football schools as the Big East and the C7 leaving to form their "own conference". As of July 1 will ESPN be able to promote the football schools as the Big East?

Nope. As of July 1st the basketball schools are the Big East. Whatever name the old Big East takes is what ESPN has to use.
