Not sure if this is real or not, but the last page is interesting.  Among the listed incentives, Beilema gets extra cash for graduation rates:

60% graduation rate gets him an extra $25k
65% graduation rate gets him another $25k
70% graduation rate gets him another $25k
75% graduation rate gets him another $25k

It stops there.  But what is not clear is if the bonus kicks in for going above or below these thresholds.
