I think they cannot prevent him from transferring. However, it is my understanding to be able to transfer without sitting out a year they have to transfer to go to a school that offers a graduate program that is not offerred by their current school. Perhaps, the objection part is allowing the current school to police that part of it. I would think the amount of graduate programs Marquette has versus what Vanderbilt has would be very limited, if any. Is there still a rule about taking a grad class that is not offered by your current school?

Not workable as you state it.  The player had to graduate and have eligibility remaining. Unless they graduated in 3 years, they would have already used up their "redshirt" year.  Thus, sitting out is not an option in likely all instances.

The amount of specialization in graduate programs actually makes it pretty easy.  Right now, he is a Human and Organizational Development major at Vandy.  They have a MEd program in "Human Development Counseling," but not an MA in Counseling like MU does.  I am sure the overlap in the programs is pretty heavy, but they aren't the same program.

My guess is you could also always find some sort of MBA program with a different emphasis.

Here's a timely article.

Walker would be an excellent addition to this MU squad. It's like a pro team who adds a savvy veteran FA. He might not put up big numbers but he'll be a solid contributor who has has experience in the trenches and should set a good example for the young guys. If he signs somewhere else, however, then he sucks and Buzz dodged a bullet not signing him and MU is better without some transfer demanding minutes.

Yeah, I completely agree with his line of thinking.  Here is another such transfer that is really going to help Michigan State this year.
