In this case, yes.

Kid gets his face handed to him via Vander's fist. Kid cries about as his girlfriend consoles him back in McCormick. Kid gets so embarrassed he thinks he's going to ruin Vander by going to DPS. DPS contacts MPD. MPD interviews puss-balls kid and reviews case. MPD issues citation the next day.

This kid is a giant, throbbing vagina. He got his ass whooped and instead of taking his beating and lesson he cried like a girl. Next time, spare our university the inches is the JS and don't challenge a D-1 athlete to a fight at 1:30am.

From the sounds of the incident report, MPD interviewed several witnesses: the complaining witness, Vander, and the others who were at Qdoba.  That can take a couple of days.  Not unusual at all to have a three-day delay in that situation.

I would agree with you if the kid instigated this in some way.  However, if Vander instigated this you think it is alright for him to go around harrassing people and if they verbally fight back it is okay for him to start punching people?

Definitely not okay to instigate anything, but it's natural for some people to respond in this way if the guy was being a complete dick, especially if they he was intoxicated (which brings up a whole other issue).

as far as i can tell, the kid voluntarily "took it outside" with vander.  if he didn't want to fight him, he should have just stayed inside.  even if vander instigated the whole situation, the kid agreed to continue the fight.  and he lost.
