Recruiting Question

What are the rules regarding contacting transfers and JC recruits?  Are they similar to contact restrictions for high school players?

I do believe that a coach cannot formally reach out to a player under scholarship at another school, but can't communicate with them if the player reaches out to them.  However, my guess is that informal conversations go on all of the time.

I have no idea about JUCOs.
