Buzz was speaking at the Rising Coaches Conference; he is likley tailoring his comments to the audience's  bias. I dont take Buzz to be rooting for $ grubbing, hanger ons who flesh peddle in the AAUs.
Clearly good juco coaches with programs like hutchinson(who really can coach!), are unfairly limited, or less hireable when every year they have poss div one talent, rendering them untouchable to programs who want one of their players--the rule's net is cast widely, and it needs to be wide. I agree with Buzz...Its a liitle unfortunate for the really prime juco coach---but...the rest(flesh peddlers) IMO, deserve to be barred.
I disapprove of what you say, but I will defend to the death your right to say it.

Very smart move by Jason King to talk to Buzz about this rule.

I think the spirit of the rule is there....do you want the coach or the player?  It exposes a bit of the hypocrisy in all of it.  If you want the coach badly enough, then you can find players from elsewhere for a few years.

I agree with you.  Ultimately, programs have created this problem for themselves by doing things the wrong way for years...

Agreed, and really, how much will it harm any individual school. With thousands of players looking for scholarships, and these schools likely to only turn out at most 5-6 D1 prospects in a 2-year period, I think most schools could survive by cutting off recruits from one particular JuCo.

I think the point Buzz is trying to make is that it actually punishes the wrong people.  Your right, it won't hurt D1 schools much but it could have a negative impact on rising coaches in the JUCO ranks.  I would be willing to bet that most schools would rather not hire the coach that lose a recruiting opportunity.
