Since he isn't going to play this year he will have 4 years left.

There is no such thing as an official redshirt.

Either you play or you don't.

If you play a few games and get hurt like Otule you apply for a medical redshirt from the NCAA but that doesn't apply in JC's case since he didn't play at all.

  Not quite... you get 5 years to play your four years.  So in Junior's case.. there is no issue if he's never hurt again.  It would take the presentation of his 'case' in order to get another redshirt year after this one... but, yes, 2009-10 is a 'freebie'.

Lets hope he doesn't get hurt again but even if he does it shouldn't be a problem.

By NCAA rule the year doesn't officially count as a redshirt year until the season has been completed and you have not played in a game.  So no, officially he is not a redshirt yet, not until the season is over.  He will be one at that point.

If I recall, the official word was "ruptured Achilles tendon."
