I'm guessing that when a day is unseasonably hot or cold it means that the temp is higher or lower than the historic average high or low temp for that day.

correct.

meaning that is cold or warm for that season.

and yes, winter is inharently cold... and weather people probably use the statement more often than they should, but it is still an accurate statement.

I turned the heat off three days ago.  Still haven't needed it back on yet.
