It has been awhile since I spent much time in the obese state of Wisonsin, but if my memory serves me correctly an agitated ched-chick can pose quite a public safety hazzard.  They have the temporment and size of an agitated bull elk.  My guess is that the cops had every right to give her a little shock therapy.
