According to the video, this is the third such death in just the past week (despite an average of 12 accidental deaths/year).  So my question is, who put a Pokemon out on the cliff?

I think that's an overreaction.  I think we can just outlaw falling off of mountains and cliffs.  If we do, only outlaws will fall off mountains and cliffs.  And, I'm OK with that.
