It's not a special needs child, it's a "normal" little girl about 6-8 years old whose parents laugh and think it's cute/funny, while those sitting around are extremely annoyed.  I sat right next to them during the Grambling game.  (It pays to have buddies with $$$).  The first couple of times she did it made us laugh.  After that, not so much.
