very disappointed to learn this morning that I can only get that network by upgrading to The Ultimate for another $8/month

Well, that $8 is buying you about 20+ channels, not just El Rey....including The Movie Channel and all the Encore channels plus NHL Network, Cloo, Chiller, etc, etc. 

At least we have it, most don't carry it at all.

To answer your question, it's because it costs a lot of money and not that many people want that niche of a channel.  So if you bring it down to a lower package, you end up writing a bigger check and burden everyone with additional cost.  I realize this happens already to some extent, but MVPDs are trying to make that happen less and less for that very reason.
