I think you are comparing apples and oranges here.  The $22M is an all sports estimate.  The SEC's $17M is football only.  The SEC makes more on football revenue according to some sources, but it's a little tough seperating BTN football and basketball revenue.

   As a Maryland grad I concur with Tigidal observation that a Terrapin entry into BE would serve no purpose. Virginia and VT are huge rivals that  place  many grads  in careers in D.C area. Football struggles in best  of times and to lose these games at College Park would be unmitigated financial disaster. Plus the basketball showdowns against Duke and UNC are highlights of the winter season.
On paper Maryland is a BE fit but it would play out with same lack luster results  Boston College brings to the ACC
