That's how I interpreted it.     He could come out and say "I'm 1000% sure I'm staying at Tennessee" and it would mean that he's willing to listen to the school with the deepest pockets

And look...he parlayed that into an 8 year deal at IU. He outsmarted Marquette University and Athletics.
