Muggs, love your dedication to wildlife. But when there is an attack on humans, whether or not fatal and whether or not triggered by human error- the bear is a threat to humans, having lost its wariness us. Should we humans use our superior brains that we love to brag about to learn how to avoid the encounters? Hell yes! I fully support the concept that we need to learn how to avoid conflict with bears, but should they get a second chance after an attack? I think not, even though it is often due to human error. Tower's friend may have done everything "by the book" but yet lost his life due to another human making a serious mistake.
