Right now, we're not oversigned.  We're overcommitted by one, Harris, who has not yet signed a LOI.  The Aaron Durley and Newbill cases seem to indicate that even accepting a LOI from a player doesn't obligate a school to provide the promised Grant-in-Aid.  Even the eight guys who are on scholarship currently who won't use up their eligibility this year are not guaranteed a scholarship for next year.  They are all eligible to be Buzzcut, so to speak (like Mbao), since scholarships are given on a year to year basis.  Louisville uses this fact to routinely cut players when they need room for a recruit they really want.  So, its all very squishy.

Sometime over the summer, the school involved has to sort out who's coming and who's going and let the NCAA know who the 13 Grant-in-Aid guys will be.  I don't know when that date is.  Schools are not foolish enough to wait until then to let players know that they won't be coming back, so the players can look for another school.  So schools usually work in all out between the spring signing period and the end of their school year.  Although when really good prospects are let out of their LOI's late (due to a coaching change or whatever) a school like Louisville will drop a player mid-summer to pull that recruit in.  (Montrezl Harrell)

MU usually brings their players to Milwaukee in July.  It would have to be resolved by then.  So even if Harris signs in April, and so does Jarvis Garrett for instance, Buzz would have 2+ months to figure things out.  But my guess is that by the time it gets to that point, things would have already been figured out.
