Does Value Add for Teams Take Injuries Into Account?

I'm taking part in a poll this year (think like the Coach's Poll, but less relevant and no one's heard of it), and want to include Value Add in some of my decision making. Before I figure out how to weight it (I'm thinking a few parts value add, a few parts win/loss, and a dash of homerism), I'm wondering what it takes into consideration when calculating the "team" values. Wisconsin and Gasser immediately comes to mind -- they need to be downgraded until someone shows they can take his place.
