It is a euphemism for a classic concept. Get the ball into the paint, either on the pass to the post or off of the dribble. When the defense reacts, pass and pass again until someone gets either an open 3 or an open lane to the rack. 'Ball reversal', 'inside out'..... same ideas. Different nomenclature.
