They were transfers but iirc both were coaching change situations so wouldn't they have been granted eligibility anyways in the prior era? Not really a "portal" situation.

This was never the case. The rules prevented ease of movement, but the premise is blatantly false.

Nick Williams didn't commit to Marquette, he committed to Tom Crean and went to Indiana when Crean left. Tyshawn Taylor didn't commit to Marquette, or he would stayed with Buzz Williams.

Ahmed Hill, Satchel Pierce, and Marial Shayok didn't commit to Marquette, they committed to Buzz. Then when he left, all three went elsewhere.

In the other direction, David Joplin, Keeyan Itejere, and Emarion Ellis didn't commit to Texas, they committed to Shaka, hence why they ended up here when he changed jobs.

Just because the rules made it difficult to follow a coach after enrolling before freedom of movement doesn't mean student-athletes committed to universities or you never would've seen a commitment flip. It just meant the players were trapped in ways the coaches were not.

The majority, if not all, of the kids you mentioned above signed BINDING LEGAL AGREEMENTS stating they were committing to the school, not the coach, and upon a coaching change they were still legally bound to the school. This isn't a theory or idea, this is a statement of FACT.

In order for those kids to change schools, the institution they were bound to needed to take steps before the kids were allowed to do so.

Nonetheless, Galway was talking about certain guys that transferred after playing at one place or another. In the old days, once they transferred they had to sit out a year in residence -- they were not immediately eligible -- if they transferred after a coaching change. It no matta'd.

You're conflating a signature with a commitment.

They signed with the school but committed to the coach. That's why commitments would flip. It was the coach pounding the pavement, traveling to meetings, watching AAU & HS games, not the academic institution. It was the coach who offered the scholarship.

If the coach didn't recruit the player and offer the scholarship, the player wouldn't come to the university. They committed to the coach.

There might be a handful of Ivy exceptions, but even those were probably rare where the coach wasn't involved ahead of time. Nice deflection attempt, but wording matters and you're wrong here.
