The idea was meant to supercharge President Trump's mass deportation plan.

Immigration and Customs Enforcement would purchase more than a dozen empty warehouses across the United States to massively expand its capacity to detain people deemed to be in the country illegally, which in turn would spike deportations. A year into Mr. Trump's term, it had bought 11 facilities at a cost of $1 billion.

But in a major turnabout, the agency is planning to offload seven warehouses purchased for more than $700 million by either giving them to other federal agencies or selling them outright, according to documents obtained by The New York Times.

The decision to sharply scale back the warehouse plan is a rejection of a signature initiative under the previous homeland security secretary, Kristi Noem, who pushed the boundaries of what the government can do to aggressively round up potential deportees.

A George W. Bush-appointed federal judge in Minnesota quashed the Justice Department's subpoenas of state and local officials in a ruling unsealed on Monday, finding that the Trump administration had engaged in a politically motivated and improper use of the grand jury process. Those subpoenas were issued at the height of the administration's winter immigration crackdown in the state.

Chief Judge Patrick J. Schiltz wrote in a highly critical opinion that "the dominant purpose of the challenged subpoenas is to coerce Minnesota officials into assisting the federal government with enforcing civil immigration law and to harass and retaliate against them for failing to do so."

ICE agent fatally shoots motorist during traffic stop in Houston

A federal immigration agent fatally shot a driver in Houston on Tuesday morning, the Immigration and Customs Enforcement Agency (ICE) has said.

Agents stopped Lorenzo Salgado Araujo at around 6.50am and tried to arrest him, according to ICE, which described Salgado Araujo as a Mexican national and an "illegal alien" whom the agency was seeking as part of a "targeted enforcement operation".

His son, Ronaldo Salgado, told Telemundo Houston that his father had been out that morning looking for workers in the area. According to ICE, Salgado Araujo "weaponized his vehicle in an attempt to run over an ICE law enforcement officer". The confrontation resulted in "our officer firing his weapon in self-defense".

ICE did not provide any evidence corroborating its account, which echoes descriptions of other ICE shootings, including the killing of Renee Good in Minneapolis and the shooting of two Venezuelan men in Oregon earlier this year. In those cases, the government descriptions of the incident were later contradicted by video evidence."

HOUSTON (AP) — A Mexican national fatally shot by an Immigration and Customs Enforcement officer in Houston had no criminal convictions during his decades living in the U.S. and was driving a crew to a homebuilding site when he was killed, his family and a Texas congresswoman said Wednesday.

Lorenzo Salgado Araujo was working toward securing legal status in the U.S. and knew what to do if stopped by ICE, his son said.

Federal officials said they were stopping the vehicle in an immigration enforcement operation. Ronaldo Salgado said his father may have been scared that the people in unmarked vehicles were coming to steal the tools he had used for 35 years to build homes, from sunrise to sunset, so he could send his three American sons to college.

"He did not deserve to die. He did not deserve to be reduced to a headline of Mexican man shot and killed by ICE. He deserved to live a quiet life as Lorenzo Salgado Araujo, a husband, a father and a job creator for dozens of men who also wanted the American dream," Salgado said during a news conference.

The shooting happened Tuesday in Magnolia Park, a neighborhood that has been a hub for Houston's Mexican American community for a century. ...

HOUSTON — The three men who were arrested during an immigration operation that resulted in the fatal shooting of Lorenzo Salgado Araujo said a federal officer fired at them almost immediately after exiting his vehicle and that at no point did the driver veer in his direction.

The migrants are disputing key elements of the Department of Homeland Security's account of what transpired during a chaotic traffic stop in a predominantly Mexican American neighborhood in Houston on Tuesday. They spoke from immigration detention with attorney Hugo Balderas-Ibarra, who shared their written and oral accounts with The Washington Post.

DHS released a statement hours after the deadly shooting saying that Salgado Araujo had rammed an Immigration and Customs Enforcement vehicle and "weaponized" his white work van "in an attempt to run over an ICE law enforcement officer."

"That is a lie," wrote Jose Trinidad Rojas, 51, in a handwritten statement. "It is impossible for them to say that they were going to get run over ... there were no officers in front of or behind the vehicle. They were on the sides."

Federal immigration agents who killed a man during a traffic stop in Houston on Tuesday had been searching for a different person, according to a Department of Homeland Security spokeswoman.

The targets of the ICE investigation were two people from Guatemala, one of whom the agents believed was in a white van being driven by the man, Lorenzo Salgado Araujo, according to two people with knowledge of the matter who were not permitted to speak about the case.

But the Guatemalan immigrants were not in the van. Mr. Araujo, a Mexican immigrant who had lived in the United States without authorization for 35 years, was on his way to work with three other men.

When agents tried to stop the vehicle, the encounter quickly escalated, and an agent shot Mr. Araujo in the abdomen. He died at a hospital hours later.

The man the Gestapo executed was not the target of their search. Agents were not wearing body cameras, but video from nearby citizens shows no agents in front of the car, so it does not look like the car was being used "as a weapon." The government already has told several lies regarding the case.
