Sounds like that video was him playing a character he's dressed up as for Halloween.  I'm not familiar with the character though.

Based on him wearing the same clothes in the mugshot, wonder if he had too much fun at a Halloween party.

This seems plausible. Coupled with the heightened anxiety of getting pulled over these days, I'm guessing he panicked.
