Since an amendment eliminating the EC requires approval of 2/3 of both houses of Congress and 3/4 of the states, I think it is best to accept that it simply is not going to be replaced by direct election of the president. The 2024 election will feature 54 electoral votes for California with its population of 39,538,000 (all pop. figures in this post rounded off) and there will be 56 electoral votes collectively for the 20 smallest states by population. Collectively, they have 21,636,000 residents. During the Constitutional Convention, the small states feared that they would be dominated by the larger states. With the EC guaranteeing each state a minimum of 3 EC votes, representing their 2 senators and at least one congressional representative, 11 colonies/states agreed to join the new government with NC and RI holding out for about a year.

In Article 2 of the constitution, the state legislatures were given authority to assign the electoral votes however they chose. There was not then, nor is there now, any stated right to vote as an individual in presidential elections. By 1860, all states allowed for the popular vote to determine the assignment of the electoral votes, with South Carolina being the last state to do so.

That brings us to the present and more specifically, the 2024 presidential election. The very scary question as to whether or not a state legislature can exercise its still present (in the constitution) right to assign its electoral votes as it so chooses may not be as settled as many believe. The line of reasoning being floated seems to be that even if the state's constitution allows for the popular vote, the US constitution trumps (no pun intended) state laws/constitution. This is far more serious than the constant arguments regarding a state legislature's control over its vote tallies in the 2020 election.

The opportunity to eliminate states legislatures right to assign the electoral votes may have been lost when the 17th amendment, requiring the popular election of senators, was passed in 1913. I cannot help but imagine a paragraph being added requiring that electoral votes be determined by popular vote.

This has been the long plan of the GOP for the last couple of decades.  And if the plan comes to fruition it will disenfranchise voters, lead to a general strike, and probably be the end of the country.

The uninformed voters would think twice before voting

Winning is overrated. The only time it is really important is in surgery and war.

Sweet.  No one is trying to pass laws to permit voter fraud.  Passing a law to have to pay a fee to vote would be a constitutional violation. 

Limiting the ability to vote is about as un-American as it gets.  Quite perplexing some want to make it harder instead of easier.

What would?  Limiting voting?  Pay to vote?  Those ideas are anti-American and would be a pox on this nation.  Everyone has the right to vote, even those I disagree with and even those who would against a candidate I didn’t support.
