YouTube ads are typically based on browsing history or sometimes geography/region.

Sweet vague title for a shameless politically driven video.  I'm sure this will go well.

And yes I'd say the same thing if someone was like "this is an interesting video about Wisconsin" and put a PragerU video up

I got an ad for a device that pulls big long chunks of wax out of your ear, including real video of the process. 

I have no idea why I would be targeted for this ad.
