I tried clicking the external links on the left and it doesn't work, using IE 11

Ah...I've highlighted your problem above!

you're actually experiencing the JavaScript bug he mentions.  The links work fine in IE 9 and 10 (and every other browser).  But seriously, stop using IE.

I don't want it to seem like I just ignored this issue. 

Spiral and I put about a half day looking at it when we updated the site.  Unfortunately IE11 just doesn't handle it well, and there's not much we can do.  We have looked at a few alternatives to replace the "Resources" menu - but no changes yet.

But don't use IE at home at least!
