Was curious and tried it quick back to back and the vote total increased by 1, so I assumed it worked.  Of course someone else could have voted for him at exactly that time.

Thanks all.  It's weird because I did the same thing with Google Chrome and it would count the first 3 or so votes and then stop adding them after that.  So I really don't know whether or not it works.

Right .. I tried Incognito as well, and it appears to count just the one extra vote.

Using different browsers works, though.  I think it's checking on IP+Cookies+User Agent strings for uniqueness.

I looked into a User Agent randomizer, but then realized I should probably do something better with my time!
