I clicked on the ESPN link to read up on NCAA President Mark Emmert's take on the new food rule and ran across the following:

"Emmert also said a vote will take place next week on a rule that will tack on an extra year at the end of the eligibility of a player who transfers and immediately has to sit out a season."

Is this rule regarding mid-season transfers losing out on a year and if so what are the chances that Fischer gets an additional year of eligibility for us?
