It's insider, but he is indeed on there as of mid-Feb when his profile was last adjusted.  I can't imagine everyone on the list leaving early by any means.  Some players, like Isaiah Thomas from UW, are listed and then says returning to school.

Foreign players are on there but I cannot imagine that it is exhaustive for them.

Jimmy has the national stage this weekend to crack that top 60.
