Was wondering what the qualifications for Jamil to play this year were. I heard that it has to be that because of family reasons you need to be close to home (heard his grandmother passed recently) or that your coach quits on you (happened at Oregon)

Is there any truth to this -- if so, what are the chances he will be playing this year?

His mother passed when he was in high school. His coach did not quit on him, he was fired.

Bingo!  There is some talk that he might try somehow to appeal based on his mother's passing, but since he went to Oregon after she passed, as GOMU1104 points out, no one is holding their breath.
