I take back my statement about Arkansas and rephrase,
they are a storied team / school
consecutive tournament appearances from 77-01 w/ championship in 94.
My point was however misspoken; poll the average bball fan, Arkansas would not be in their top 30 programs of the past 30 years even though I would venture to guess experts should put them there.
Apologize if it came across as insulting.

thus i would say the average highschool kid wouldn't want to go to Arkansas

I wouldnt be so sure. The end of the signing period really doesnt mean that much.

Players dont neccissarly need to sign NLIs (See Brandon Knight, Terrance Jones)...so they arent bound by the signing period.

Also, you can only sign an NLI once. So...if you transfer, you are not bound by the signing period.

If you signed once already, and the coach that signs you leaves/is fired and you are released, you dont sign another one with your new school...again not bound by the signing period.

So when does a player become an official part of the program if they don't sign an NLI?  When they are enrolled and the scholarship is applied to their record?

So, if there are other players coming per 4ever, it has to be either a player who has not signed a NLI or a player who has signed a NLI and has been released, or a current player for another program who  is transferring?  Do I have this right?  Timing?
