Agreed.  The writer is simply poiting out the obvious as to what happens when a program start from ground zero.

I think IU was in a better spot last year than USC is now.  Indiana burned their program to the ground to start anew, had their new coach in place in April (as we know so well), and while they were waiting on the NCAA to hear about possible penalties, they had already self-penalized and knew most of what was awaiting them in terms of punishments.

USC is still on the downward spiral, I would think.
