How does a tie breaker work for the 4th bye spot?  If it goes head to head, what happens if that doesn't solve it?

If the procedures are the same as last year, here you go:

Basically, you go down the standings, starting at #1, until you get to a team that one tied team had a better record against than the other tied team.
