The father of a Colombian immigrant shot and killed by a federal agent in Maine on Monday described him as "a good person raised with strong values," who worked two jobs to support his wife and 3-year-old daughter.

"He had a great vision for getting ahead, so many dreams to fulfill," Omar Duran, the father of Joan Sebastian Guerrero, told Noticias Caracol, a Colombian news outlet, on Tuesday, speaking in Spanish. "My son is a wonderful son — I don't know why they did that to him."

Mr. Guerrero, 25, lived in Biddeford, a small city south of Portland, where he worked as a food delivery driver and a late-night cleaner at a veterinary clinic. Mr. Duran said his son was in the United States legally.

A livid President Trump complained to advisers late Tuesday about the Department of Homeland Security's decision to pause vehicle stops by ICE agents, after two fatal shootings of drivers in the past two weeks.

The department's idea seemed to be that agents would get more training. But by yesterday morning, Trump had sent a Truth Social post reversing the pause, leaving DHS Secretary Markwayne Mullin and border czar Tom Homan to explain.

Video footage of two Immigration and Customs Enforcement agents tackling a man at the airport in Las Vegas drew public outrage and criticism from elected officials.

One video posted on social media showed a man yelling and crying on the ground in Terminal 3 at Harry Reid International Airport on Monday when a man and a masked woman, both in plainclothes, tried to control, handcuff and detain him. When the pair realized they were being filmed, they walked away, leaving the man with a handcuff attached to one arm.

The Las Vegas Metropolitan Police found no outstanding warrants for the man, removed his handcuffs and notified ICE.

According to the Department of Homeland Security, ICE officers on Monday did not proceed with the arrest at the Las Vegas airport of Phu Nguyen, a 57-year-old citizen of Australia who overstayed his visa. ICE arrested him at his flight departing the Los Angeles International Airport on Tuesday, the Department of Homeland Security said.

"ICE is continuing to act with impunity — instilling fear in our communities and scaring tourists, which hurts our tourism economy," Democratic U.S. Senator for Nevada Jacky Rosen said in a statement. "Enough is enough. ICE must follow the same commonsense guardrails as other law enforcement agencies."

Federal prosecutors seldom lose cases. More than 90 percent of criminal defendants plead guilty or are convicted at trial.

But over the past year, those prosecutors have lost about half their cases against people charged with assaulting immigration officers. A Times investigation has found that is at least partly because Immigration and Customs Enforcement agents have engaged in misconduct as they try to meet President Trump's aggressive deportation goals. Here's some of what our reporters uncovered:

The Trump administration has charged more than 550 people with assaulting federal officers — far more than previously known. About 400 cases have been resolved so far. In 214, the defendants were acquitted or the charges were dropped.

In dozens of the cases, videos and court records show that federal agents were the first to get physical — shoving, tackling or pepper-spraying defendants. In at least seven, officers' own conduct caused their injuries. Two judges found that agents intentionally destroyed evidence.

Federal agents around the country were told in recent days that the F.B.I. would no longer investigate confrontations with immigration agents — cases that sometimes yield evidence that could be used to prosecute Department of Homeland Security agents implicated in violent encounters, according to people briefed on the decision.

If enacted, such a change would sharply limit law enforcement scrutiny of immigration agents, as the Trump administration draws mounting criticism over killings at the hands of federal officers. In the last two weeks, two fatal shootings by Immigration and Customs Enforcement agents in Texas and Maine have thrust the government's tactics back into the spotlight.

F.B.I. managers around the country received a written notice informing them of the change on Thursday, according to the people familiar with the matter who spoke on the condition of anonymity to describe internal communications. The same day, some ICE agents around the country were notified by their F.B.I. counterparts.

The guidance shared with them said that the bureau would stop investigating claims of assaults against Department of Homeland Security agents, the people said. Even though such investigations are intended to determine whether the officers were in fact attacked, they can provide a crucial means of gathering evidence implicating the agents themselves.
