That's actually fine and expected.

But if the whole point of the deployment/raids is to keep Americans safe by getting rid of dangerous illegal criminals, why didn't they apprehend the 2 they had just shot?

They shot them in the parking lot of a medical clinic. No need to call, it's being efficient.

I give credit for the lack of violence in Portland. I had a front row seat for the violence and destruction during 2020-21, and parts of downtown still haven't recovered.
